The application for the former Weylands Treatment Works site proposes to transform the existing waste and commercial layout, which has been long-established on the site but falls outside of the control of the planning system. A modern commercial estate with a separate affordable housing area is proposed, designed to the highest environmental standards with supporting transport and green infrastructure. The development offers a unique opportunity to improve and enhance the local area, restore land at the eastern end of the site to high performing Green Belt and to provide a catalyst for regeneration and enhancement of the adjoining Hersham Trading Estate.
What is a Reserved Matters application?
When it comes to the planning process, there are different types of applications that developers and property owners can submit.
Two common types are Reserved Matters applications and Outline planning applications.
Outline Planning Application
An Outline planning application is typically the first step in the planning process. It is used to establish whether the scale and nature of a proposed development would be acceptable before a fully detailed proposal is put forward. This type of application allows the applicant to gain an understanding of the likelihood of obtaining planning permission without needing to provide detailed plans at the outset. Key aspects such as the use, scale, and access of the development are considered, but detailed matters are reserved for later consideration. Outline planning permission was granted for this site earlier this year.
Reserved Matters Application
Once Outline planning permission has been granted, a Reserved Matters application (or series of applications) is submitted to provide the detailed proposals for the development. This application addresses the specific aspects that were reserved for later approval in the Outline planning application. These aspects typically include the layout, scale, appearance, access, and landscaping of the development. The Reserved Matters application(s) must be consistent with the principles and parameters established in the Outline planning permission. Each part of the scheme will require a separate Reserved Matters application. We are preparing our Reserved Matters applications now and are seeking your feedback. After consultation, we will review your comments and consider them before submitted to Elmbridge Borough Council.
